One thing Gambian civil servants or security personnel should avoid at all cost or by all means is receiving or giving verbal orders/instructions. The latter is what caused the deaths of many people the former regime killed or made disappear without trace. So did it make our nation lose a lot of money without trace. Verbal instructions are like DUTY WAIVERS guaranteeing wrong doers that they can escape therefore not to worry about consequencies. Of course the commissions of inquiry have proven that beyond all reasonable doubts. Replies like “I cannot remember” or “I don’t know” are common before the commission which will definitely lead to a complicated ending thanks to verbal instructions from office of the President or directly from Yahya himself! You know what? Verbal instructions or orders can help wrong doers go scot free especially if they can afford to pay the legal fees of a good lawyer.
How on earth can anyone link a person (who appears before the commission) to a crime if oral evidence or documentary evidence is missing or lacking.
Another side government should look into is overseas travels of officials. For example security personnel traveling abroad with the head of state or those who go as advance parties should be writing reports on every activity or what they observed along the way.
Malfunctions or anything else how ever minute it may be should be reported and submitted as soon as the party concerned arrives in the Gambia after a trip overseas.
As threats or anomalies can either be internal or external no security personnel should ignore or neglect written reports.
In fact in many countries security personnel who travel with heads of state or those who go on official missions are asked to submit reports as soon as they return home. The lesser a government encourages verbal instructions the more efficient it will be.
Finally government should be looking into the way heads of departments select those who travel from their department or units. Traveling should not be dominated by heads of departments or their favorites. It should be rotating to avoid demoralizing others especially junior staff..Discrimination, favoritism or nepotism is one of the fastest ways to shake the inner circle of a government before anything else.
